Abstract

Our research aims to improve practices related to the development of energy consumption control in buildings through thermal regulation. We seek to integrate the Algerian thermal regulation into the production process of new buildings from the very first design stages by means of the construction permit, in order to strengthen its effective implementation. First, we made a theoretical reading of the Algerian thermal context, by exploring the state of knowledge and of support provided by competent authorities. Then we proceeded, through a comparison, to study foreign examples to take advantage of their experience related to measures and methods for the development of the thermal regulation’s application. Second, we followed an on-site investigation. For this purpose, we prepared a questionnaire that targets building industry professionals, precisely architecture firms. It aims to evaluate the professionals’ practices associated with knowledge and application of thermal regulation. The obtained results confirmed our hypotheses. A vast majority of professionals don’t implement the thermal regulation in their projects because, on the one hand, they have, either a week, or no knowledge about it at all ; and on the other hand, there is no legislation that forces its implementation. Therefore, the efficient means to strengthen the application of thermal regulation are the awareness-raising and the mandatory integration of those rules in the construction permit. Finally, we conclude our research and thoughts by proposing a theoretical model of the process of thermal regulation’s integration in the construction permit’s file, based on the results of the investigation and of the theoretical research
