Algeria, a country which omns multiple wealth, natural, landscape, historical, architectural and heritage resources. Its architectural, urban and archaeological heritage participate in its identification. This country give hospitality to seven (07) sites classified as world heritage as well as 450 sites registreder in the national heritage list. Despite the existence of a law that ensures its protection and development, as well as a set of urban instruments that should ensure their integration with the environmental, social and urban contexte. Unfortunately, this heritage is now in a state of peril and is losing its value day after day. This deterioration is at the origin of several problems of protection, planning, management and civic-mindedness of society. In our research we are interested to the archaeological heritage located in urban environment where we took the example of the archaeological site of Hippone in Annaba. This site has been classified as a national heritage since 1952 while its cisterns are part of the 1900 list of listed monuments in Algeria. It presents many historical, cultural, educational and archaeological values … etc. However, this site is on this days in a state of advanced degradation which causes its devaluation. The absence of a site protection and development plan to protect and manage the site. This management must be applied and made through the law 98-04 in collaboration with the instruments of urbanism. Therefore, we have raised the problem of the management of this heritage in the city of Annaba and, by extension, in Algeria. The archaeological site of Hippone presents only one example of Algeria. Through this example we aim to evaluate Algerian instruments and tools on the management of archaeological heritage. Subsequently, we are interested in developing a strategic approach for the conservation and integrated management of archaeological sites.
