Abstract
The global demand for energy is on the upswing making many countries struggle
because of the unbalance between energy demand and supply.
With the demographic pressure, and the widespread use of electronic devices as well
as the availability and greater affordability of electrical appliances, raising demand require more
energy resources and higher consumption of fossil fuels that leads to higher greenhouse gas
emissions particularly carbon dioxide CO2 witch contribute to global warming and a speed run
out of the nonrenewable resources.
Therefore, for a future sustainable energy, cities around the world are developing a
new systems and innovative strategies to generate, distribute and consume energy as cleanly
and efficiently as possible thanks to the use of the Information and Communication
Technologies ICT and the digital rapid development, these strategies are part of the
modernization of energy networks with the aim of improving the energy sector and energy
efficiency.
On the top, smart metering strategy, which is adopted in many countries, where they
can measure the power consumption as well as monitor and control electrical devices providing
economic, social and environmental benefits for multiple stakeholders.
Through this research, we are going to evaluate the contribution of the installation of
smart meters in the residential sector as one of the energy transition strategy the more required.
Therefore, we will carry out an analysis of the pilot project of Diar El Bahri of Blida
smart meters to assess its implementation by referring and studying in detail the most successful
foreign projects.
This comparison between the local Algerian project and the foreign examples allowed
us to note the insufficiency in terms of strategy of implementation of the local project with the
absence of project planning, at the end after this analysis we were able to elaborate a smart
meter’s implementation grid to serve as a tool for future projects in Algeria.
