Abstract
In a constantly mutating economic context, where the socio-economical fulfillment depends
essentially on the territorial attractiveness, Algeria has to adopt some new planification methods
in order to achieve its development objectives. The challenge of the Algiers‘ metropolisation
process requires huge efforts to tackle the complex developmental issues such as territorial
development, attractiveness and quality of life.
The consolidation of the visibility of Algiers as an attractive city in the Mediterranean and
international scenes can only see the day by offering the attractive conditions necessary to the
location of metropolitan activities and valorizing the local context likewise. This aim can only be
achieved if the current planning act is renewed according to the new approach, in order to tackle
the development targets of the city, fixed by PSDA (Algiers strategic development plan) and
precised by the PDAU (master plan of planning and town planning) by the year 2035.Our
research focusses then on the link between territorial attractiveness and the valorization of the
local assets based on the recovery of the waste land for the best location of metropolitan
activities. Their identification and exploration of their needs in order to understand their
establishment in the metropolitan territory will allow us to propose a useful tool, called AfLAM,
most likely to help a making decision process for the local communities use. In collaboration
with ANDI (National Agency for Investment Development), this tool can be of great help to the
local communities in materializing an attractive territorial offer for the potential investors, able to
take into consideration the imperatives of different success factors of their implantation,
identified during the research, as well as the valorization needs and potentialities of the local
communities.
The Algiers‘ territory is for us the ideal context to verify the functionality of our tool. We are
testing its efficiency in the Hussein-Dey district on Algiers center coastline. The AfLAM model,
built on a triptych of special attractivity requirements, quality of life conditions and specific types
and features of waste land, proposes to coordinate the actions of amenities by integrating the
different local, multisectorial development objectives and by combining different interfaces in
relation with the diversity of decision making scenarios according to the metropolitan and
investor‘s needs. The offer for territorial attractiveness is then conceived as a global frame,
exploiting the potential in fall and promoting the territory in respect of the socio-environmental
quality of life.
