Abstract
Nowadays, the world climate context is rather disturbing. Due to threats that are dragging cities down, the climate change resilience is developed gradually. It requires implementation of a panoply operational tools leading from political wills to the field of application.
The current research goes along with the global awareness. According to the means we dispose, our aim as an architect and an urban planner is to contribute to urban resilience with a local focused analysis, in order to propose an operational support tool able to operate in a simplified way.
Our choice focused then on the Carbon Balance sheet, an accounting tool of GHG emissions which, through its flexibility proved by the current study, is able to help designers and to provide guidance to decision-makers in urban development context. We noted that energy creates here a lot of interrelated relationships on different levels. This allowed us to focus more on an energy input in order to build our tool.
The emergency of actions and the field’s outstanding reality require the establishment ofa crossed vision of the urban planner. We propose an analysis of the possibilities to simplify the existent tools, in order to be able to constitute a simplified and operational tool, the Local Carbon Accounting sheet (LCA), which will be refined by our field study.
We opt for three functional urban blocks, the first urban cells able to help adaptation to climate change, in order to apply LCA test on a part of Algiers context, the municipality of Rais Hamidou, basically sharing the most “climatic sufferings” of the capital. This application helped us to determine the factors relied to the urban functions that increase or decrease the LCA and to propose some actions in favor of urban resilience by reducing GHG emissions.
