La place de la commune dans la gestion des instruments d’aménagement et d’urbanisme

Abstract

This research work registered within the framework of general thematic related to urban governance in Algeria. That one, is illustrated by elaboration procedure study of two town planning instruments: urban planning and development master plan, and land use plan. The objective being to verify the place reserved for mayors and for the municipality in urban management and this in accordance with municipality code prescription and the law relative to the planning and urban planning. In other words: What is the municipality role in urban management? In addition, which room for maneuver in instruments elaboration of town planning? With this aim in mind, this study required several steps for its realization. First, we attempted to surround the governance notion across bibliographic readings, which allowed us to redraw the origin of this concept and its transposition in the field of the urban. Then, we interested to urban management in the Algerian context. Thirdly, we analyzed the procedure for the elaboration and proceedings of two town planning instruments, and this based on documents collection and on interviews leaded near of persons in charge of procedure in conformity with the Delphi method.
