Abstract
Through the past, public place has always had a symbolic value in a major city. It is a place
in our lives for socialization, business practices and economic exchanges. It is a structural
component. It results in a deep urban reflection, offering the city an organized and good
performance area. It constitutes a place for our daily life which generally meets the needs of its
users. The public place is thus a space of sharing experiences, which creates a feeling of
belongings and appropriation of the citizens though its qualities and supporting activities such as
events. Public places contribute to the attractiveness of the city and make it competitive locally
and worldwide.
Algiers has a significant urban composition made up of a series of public places that
highlight its image, its character and its identity such as Émir Abdelkader place and Grande
Poste place. However, some of these places do not meet the aspirations of users according to a
survey done during the research. Indeed, the lack of development and the important mechanical
flow has had negative influences on their frequently visitation. They therefore have become
unattractive spaces. They have little use and are now serving only for passage or as a transition
place.
The Émir Abdelkader Square is one of these cases although it has potential with its
architectural character, and the quality of its environment and a strategic position in the heart of
Algiers downtown. For this, we chose it as a case study. Therefore, in our present work, we
would like to evaluate its economic attractiveness through the criteria that will enable us to
create a series of proposals that can improve its frequentation. The attractiveness of the place
will help to involve Algiers downtown in the global competitiveness since the city wants to
become a world-city by 2030.
The objective of our research is therefore to define the conditions which ensure the
emergence of this economic attractiveness. This work depends initially on a literature research
based on references and documents as well as on an analysis of examples of public places in the
national and international areas. After we carried out a survey on the ground, using the following
tools of investigation: interview and questionnaire, and after the processing and interpretation of
the collected data, a dashboard will be set up holding criteria of economic attractiveness. The
questionnaire will confirm criteria retained in the first part. Through this step, we can suggest
some orientations for the redevelopment operation that can make the Émir Abdelkader Square
more economically attractive. The benefits will concern both local authorities, traders and users,
and finally it will anchor and strengthen its image in the minds of all citizens
