Abstract
The thesis focuses on the capacity of public action to renew heritage practices in old urban
centers. The objective is to understand the links between heritage and citizen participation. The
research proposes to retrace the concrete processes of heritage development in the old city
centers of Dellys and Oran. The process of heritage development was accompanied by
participatory approaches with different dynamics, suggesting the emergence of a new, more
collaborative form of heritage action. The participative process in Dellys was initiated by the
public authorities within the framework of the Euro-Mediterranean Montada project. In Oran,
the participatory dynamics of the Bottom up type is essentially led by two associations: Santé
Sidi El Houari and Bel Horizon. Our study allows us to understand the different positions of
the actors in front of the heritage, the referential of participative actions and the modalities of
their implementation in order to understand in what way the participation constitutes a reading
grid of the issues carried by the population of the old centers. This work enable us also to point
out the effects of participation on the local heritage fabric in order to diversify the sources of
expertise, thus calling on new types of knowledge carried by the inhabitants.
