dc.description.abstractAwareness of climate change has led to the emergence of the adaptation agenda to its effects. In this context, resilience, presented as an inescapable dimension of sustainable development trajectories, irrigates most UN discourses on disaster risk reduction. Resilience was identified as an essential political strategy in the field of risk. From now on, public space appears as one of the categories of actions on which rely certain adaptation policies. The problematic of Disater risk reduction is omnipresent in the Algerian political discourse. The “promenade de Bab El Oued” project claims to be an example of protection against swells and the risk of flooding. The dramatic event that affected Bab El Oued in 2001 reflects its vulnerability and the need to increase its resilience. This work aims to understand the factors predisposing and aggravating the risk of flooding in the study area. The approach proceeds by a characterization of the resilience in the form of a grid of reading which will serve for the evaluation of the case of study. The results of this research allowed us, firstly, to characterize the resilience, and secondly, to analyze the strategy of resilience adopted by the public policies in Algeria. This involved conducting an evaluation of the risk management strategy adopted for the case of the Bab El Oued promenade and identifying the flaws in this system. In the end, it is proposed to strengthen the organizational and functional strategy in the field of risk management by using structural measures with other non-structural ones.
