Abstract
The theme of our research is around the issue of the preservation of the
historic urban heritage, and its integration into the contemporary city. In our thesis,
we asked ourselves about the tools and the methods of qualitative control of the
production of urban form in the buffer zones around the historic sites inscribed on the
World Heritage List, more precisely, in the case of the Algeria, in the area between
the application of the PDAU / POS and that of the PPSMVSS, as well as the role of
the concept of the buffer zone in this context, with the aim of safeguarding the
continuity of the permanent values of the historic city. Through the case study of the
Unesco site of the Kasbah of Algiers, we sought to verify our hypothesis that in the
case of an urban historic site, the criteria for delimiting the buffer zone are usually
based on the isolation and the criteria for setting aside the property should be put into
perspective, in favor of more favorable criteria, the articulation of the old with the
new, and which would allow the integration and insertion of the urban cultural
property in the urban dynamics of the city.
To verify this hypothesis, we used the following approach. First, we
analyzed speeches about the preservation of classified historic sites. From which we
have drawn up a critical assessment of the different approaches to interventions in
this area. From there we studied the concept of a buffer zone developed by Unesco. In
this context, the analysis of selected cases of studies, allowed us to affirm that the
buffer zone as intermediate zone, between the historic center and the rest of the city,
must, also, promote the stowage, and reconciliation between protection requirements
and development imperatives. Also, the criteria for delimiting the buffer zone, should
be based on criteria favoring more, the articulation of the old with the new.
From then on, we proposed our methodological approach. This one is
conceived as a synthesis of the three relevant approaches in the field of control of the
intervention in historic urban environment. It enabled us to define a set of criteria
allowing the delimitation of the perimeter of the buffer zone around the Unesco site,
while taking care of all the requirements related to the physical and spatial integrity,
to the perceptual integrity, and to the socio-economic integrity of the cultural site.
The application of the buffer zone delimitation criteria listed above, to the
safeguarded sector of the Kasbah of Algiers, enabled us to verify our approach
methodology and our initial hypotheses, and to propose a delimitation of an area.
