Abstract
This research focuses on the introduction of a new means of transport in Constantine,
the objective of which is to improve the travel conditions of citizens and the quality of life and
image of the city. The project also aims to achieve a qualitative street redevelopment along
the entire route of the tramway through the integration of adequate street furniture. It is well
understood that the realization of such a transport infrastructure as "a tramway line" is an
operation that requires the cooperation and interaction of several actors and specialists. The
latter cannot work without good management
The approach of our investigation aims at an a posteriori evaluation of the tramway
project in the city of Constantine in a logic of sustainable and participative development. The
user is also an integral part of a multi-criteria evaluation in a multi-actor context, and this after
the realization of this urban transport project which is meant to be sustainable by a posteriori
evaluation. The effects of this mode of transport on the urban system of the agglomeration of
Constantine will also be highlighted by surveys of users and decision-makers.
The expected objective of this research is therefore to provide a better understanding
of the practices and phenomena that occur in the city after the introduction of this mode of
travel through the various evaluations of the tramway project. The methodology aims to
establish the framework of analysis and to determine the scope of the study. The evaluation
period is also chosen to meet this logic.
Thus, we will be particularly interested in three dimensions of the urban project that
make it sustainable, namely foresight, partnership and participation. This will also limit the
research to urban project evaluation tools applicable to these three dimensions.
Finally, the work presented here does not claim to bring general and decisive
conclusions on this difficult subject. It is more a contribution to the progress of a debate that
remains open.
This evaluation allowed us to better understand the changes in mobility patterns in the
city of Constantine brought about by the introduction of this tramway and to better understand
its impact on the environment as well as on travel in the agglomeration.
The optimization of the operation of this tramway line will certainly contribute to the
improvement of the global mobility system of Constantinois
