Identification des attributs immatériels du Paysage Urbain Historique selon La Recommandation HUL 2011

Abstract

Historic cities are increasingly threatened by the processes of globalization and urbanization. Heritage conservation policies are not sufficient because it considers only the architectural aspect. UNESCO, thanks to its first recommendation as the first standard-setting instrument which deals with an urban issue, integrates the landscape concept into its material and immaterial aspects. The intangible attributes, living elements of the urban heritage, are essential to the revitalization of cities. In this research, we propose to update the safeguarding plan of the Casbah of Algiers, by considering the HUL recommendation and the identification of its intangible attributes. Our study aims to familiarize us with the notion of Historic Urban Landscape, to understand the role of the Recommendation which relates to it. But also how it could complete the PPMVSS of the Casbah of Algiers. The results made us discover the intangible substance, which characterizes the historical jewel of Algiers, to be integrated into the policy of preservation and development. From these results, we could make the revitalization of the historic center of the capital possible. As a conclusion, this work exposes the identification of the intangible attributes of the Casbah, its limits, but also the possible perspectives for the purposes of safeguarding and enhancing.
