Abstract
The environment suffers from multiple degradations because of urban pollution activities
that generate solid waste within agglomerations.
In Algeria, despite the efforts made to manage municipal waste, it is not efficient enough.
In effect, the planning of waste management is essential.
The rapid urban and demographic growth affecting our cities influences the consumption
patterns, which creates needs to be gradually taken over.
Therefore, the waste management master plan was developed to quantify the treatment
infrastructure needs and means of collection and transport to the treatment sites. This
scheme gives guidance on the recycling and promotion of waste and organic matter, as
well as the development of recycling activities for plastic packaging, paper and cardboard.
Implementation of this scheme at the local level remains the responsibility of all
stakeholders in the process. Effective waste management will provide future solutions to
ensure the transition to the green economy. All actors, including citizens, represent the
driving force of the effective management process for the sustainable cities governance.
This research work contributes through an analytical, qualitative and comparative
approach to the different implementations of waste management planning by integrating
the elements of sustainability. The municipality of Eucalyptus was chosen as a case
study, given its experience in waste management through its commitment to finding
adequate technical solutions despite the amount of waste generated by its growing
population and commercial activities.
We conducted a field survey to identify the actors involved and their role in the municipal
waste management process.
For this purpose, we went methodologically by the following investment tools:
A questionnaire that we have drawn up and sent to a selected number of citizens on the
basis of chosen criteria, as well as interviews with the various local stakeholders
responsible for waste management at all levels.
