Requalification participative de la place de l'Emir Abdelkader Méthode de Suivi et Evaluation Participatifs

Abstract

Through history, public places have been the perfect place for social practices and social exchanges. They structure the urban fabric in a way that helps people find their bearings and understand its organization and its function. Before anything else, they are places for life, of daily use, that should respond to the needs of the population. Most importantly, they are shared spaces that anybody could enhance and appropriate. Algiers is marked with an important number of public places that make its own image and its own identity. However, some of them suffer from an important state of degradation and do net respond to need of people anymore. In fact, informal trade obstruct these public places, dense mechanical and pedestrian circulation are creating conflicts that public places are not supposed to face, which made them repellent, deserted and less attractive. Through this research work, we chose the place of "Emir Abdelkader" in order to evaluate its attendance, this place requires a lot of potentialities but in the other way, suffers from many problems that reduce highly its attendance and attractivity. Therefore, the place needs an intervention in order to regain its status, and contribute to the dynamism of Algiers city. The goal of our research is to upgrade and improve the attendance of Emir Abdelkader place, through a requalification operation based on a participatory approach. This approach motivates the users of the place to express their opinions and their needs so that they can be took into consideration by public authorities. Thus, we tried to apply the method of participatory supervision and evaluation in order to evaluate the attendance throughout the results obtained by the interpretation of collected data, using photo report and surveys. Finally, we extracted recommendations that help making the Emir Abdelkader place more attractive and more comfortable for its users.
